Project Scope: The purpose of this project is to prepare a land management plan for the City's 1000+ acre existing natural area system. The study area will include the City’s existing natural area system properties including: Spring Lake Preserve, Lower Purgatory Creek, Prospect Park, Upper Purgatory Creek, Western Loop Unit (Early, Millican, Ringtail, Buie), Schulle and Sessom Canyons Unit, Blanco River Unit (Blanco Shoals and Blanco Riverwalk), and other City controlled contributing properties. This plan will provide operational and policy guidance for land management.
Riverfront Parks Preliminary Design Report

Survey: The Survey closed on June 30, 2022.
Project Scope: The purpose of this project is to provide a more detailed and focused study on the Riverfront Parks area. The area highlighted in red below is the approximate boundary of the study area. This concept map is included within the 2019 San Marcos Parks, Recreation, and Open Space Master Plan and is included for reference only. This is not a plan for this area. A community survey and two open houses will formally gather input and help guide the future development and improvements to the riverfront parks system. The eastside riverfront parks area (Thompson's Island and Cape's area) are currently not included in this plan, but will have a focused study completed following the conclusion of other projects within those areas.
Vault Restrooms for Upper & Lower Purgatory and Spring Lake Natural Areas

Current Status: Complete
Project Scope: The purpose of this project is to install three (3) Pre-fabricated vault toilet structures located at three (3) separate locations. Each toilet will be self-contained with owl guard, solar lighting and exhaust fan. This project will include, delivery, excavation, installation and clean-up. The City will provide fill sand at each location.
These restrooms will be installed where current portable toilets are stationed: Upper Purgatory Natural Area parking lot, Lower Purgatory Natural Area parking lot, Spring Lake Natural Area at the Lime Kiln parking lot.
Pursuant to Local Government Code 271.102 which authorizes the City to participate in cooperative purchasing programs, staff recommends award of this work to CXT, Inc, Spokane Valley, WA, in the estimated amount of $89,109.00 through the Sourcewell contract #030117-CXT. Sourcewell issued a Request for Proposals, evaluated offers and selected CXT Precast Products, Inc based on best value.
