Description:

The City of San Marcos requests Proposals from interested qualified firms to provide specified residential inspection services for Community Development Block Grants ("CDBG") and other funding sources on an as-needed basis.  Initial projects are funded by CDBG Entitlement and CDBG-Disaster Recovery ("CDBG-DR") directly allocated to the City by the U.S. Department of Housing and Urban Development, as well as the American Rescue Plan.

A task order for each house (or possibly up to a four-unit residential structure) will be issued by the City staff member or Subrecipient acting as a program manager.  Using the guides specified in the RFP in addition to building codes adopted by the City of San Marcos, the inspector/estimator will use industry standard forms to identify the parts of the house that should be inspected, then create a scope of work for rehabilitation to provide healthy, safe, and decent living environments on the inside and structurally sound, weather-resistant housing on the outside.  Each living area/room of the project will include a cost estimate using industry standard current rates and costs, with documentation of the source of the amounts used.
