[ARCHIVED] City Announces Leadership Changes

On Tuesday, Aug. 27, City of San Marcos City Manager Bert Lumbreras announced three leadership changes to staff and City Council as the result of a management reorganization following the recent retirement of Assistant City Manager Collette Jamison.

“Collette’s retirement after 30 years of distinguished service is a huge loss for our organization,” said Lumbreras. “However, I am proud of our effort over the last two years to position ourselves to be able to place the right people in the right places to achieve continued success.”

Leadership Changes Include:

Stephanie Reyes, who has worked as Chief of Staff for Lumbreras since Feb. 2018, was appointed Interim Assistant City Manager effective Aug. 26. Reyes has spent the last 18 years in various capacities within the City organization and has a wealth of knowledge about the San Marcos community. She will continue to oversee Administrative Services including the City Manager’s office, Finance, Human Resources, Information Technology, Communications and will add Parks & Recreation and Destination Services.

Lumbreras also announced the appointment of Chase Stapp as Interim Director of Public Safety, effective Sept. 3. This new position will oversee Police, Fire, Emergency Management, Municipal Court and Neighborhood Enhancement. Stapp has served as Chief of Police since 2014 and has worked for the City for 27 years.

Replacing Stapp as Interim Police Chief is Bob Klett. Klett has been with the San Marcos Police Department for over 29 years. He’s served as Assistant Chief since 2014. During his career in San Marcos, he’s held all ranks within the department and has worked in leadership roles in both the Administrative and Operations Division.

Assistant City Manager Steve Parker continues to provide strong leadership as he oversees the Community & Economic Development departments including Engineering/CIP, Planning & Development Services and Library, General Services including the Airport, Fleet and Transit operations, and Public Services. Parker has served as Assistant City Manager since 2012 and has worked at the City for 16 years total.

As required by Civil Service Law, an item to confirm the appointment of Interim Police Chief Bob Klett will be considered during the Sept. 17 City Council meeting.
